Union Electric Co. named Edward J. Sampson stores department manager. He replaces Walter Caesar, who retired.
Deborah K. Flannagan, a former executive director of the Connecticut Department of Public Utility Control, was hired as executive director of the Georgia Public Service Commission. Flannagan also has worked at the Florida Public Service Commission.
Charles D. Gray was promoted to general counsel at the National Association of Regulatory Utility Commissioners. Gray, formerly assistant general counsel, succeeds Paul Rodgers, who resigned as executive director and general counsel. Commissioner Jo Anne Sanford of the North Carolina Utilities Commission was appointed to NARUC's communications committee.
W. Lester Bryan was elected president and COO of Washington Water Power Co. He also joins the board of directors. Bryan had been a senior v.p.
Consolidated Natural Gas Co. named two senior v.p.'s at CNG Energy Services Corp.: Joseph A. Curia became senior v.p., wholesale gas marketing and supply; V.J. Horgan became senior v.p., risk management and trading.

The Georgia Transmission Corp. board has hired G. Stanley Hill as interim COO. Hill, retiring from Oglethorpe Power Corp. as senior v.p., will keep the position until a permanent COO is found. The board also hired Oglethorpe's manager of corporate planning, Barbara E. Hampton, as v.p. of finance and administration.
