Frank Johnson has been elected president and CEO of CMS Energy's international electric and gas distribution unit, CMS Electric & Gas Co. Johnson was previously vice president for the distribution unit. He joined CMS Energy's principal subsidiary, Consumer Energy, in 1970. CMS Energy also announced that Belinda Foxworth was promoted to senior vice president and general counsel of its diversified energy business unit, CMS Enterprises Co.

Henry P. Linginfelter has been named to head Virginia Natural Gas AGL, once AGL has closed the acquisition of Virginia Natural Gas Inc. He is currently vice president of regulatory affairs for Atlanta Gas Light Co. Linginfelter has been with AGL for 17 years.

The Virginia State Corporation Commission has named Steven C. Bradley as deputy director. He replaces Alan R. Wickham, who retired after 25 years with the SCC. Bradley brings more than 25 years of telecommunications experience to his new position.

Clarence R. Fisher, president and CEO of Upper Peninsula Power Co., a wholly owned subsidiary of WPS Resources, has retired. Fisher joined UPPCo in 1963. Gary Erickson, UPPCo's customer service manager-Eastern, succeeded Fisher as head of the company.
