New Positions:

Rep. Joe Barton, R-Texas, stepped into the role of chairman of the House Energy and Commerce Committee, succeeding Rep. Billy Tauzin, R-La., who is leaving Congress.

Duke Energy named David Hauser as its permanent CFO. He had been acting CFO since November. He succeeds Robert Brace, who resigned.

Entergy named Leo Denault executive vice president and CFO, replacing C. John Wilder, who assumed the role of CEO at TXU Corp. Denault has been with Entergy since 1999. Wilder's predecessor, Erle Nye, will remain as chairman of TXU's board until next May. TXU also said Dr. Gail de Planque had joined its board of directors.

American Electric Power Co. appointed Michael Morris as its chairman, succeeding E. Linn Draper Jr., who plans to exit the company by April of this year, Reuters says. Morris was serving as the company's CEO at the time of his appointment to the chairmanship.

The Midwest Independent Transmission System Operator Inc. named John Kozyrski director of the RTO's customer relations. Kozyrski has more than 25 years of experience in marketing and customer relations within the electric and gas utilities industries.

NUI Corp. appointed Robert P. Kenney to its board. Since retiring as the president and CEO of Elizabethtown Gas, Kenney has served on the advisory board of that company and on the NUI Utilities board of directors.

CH Energy Group elected Jeffrey D. Tranen to its board of directors. Tranen was COO and president of New England Power Co. from 1993 to 1997, CEO of the California Independent System Operator from 1997 to 1999, and president and CEO of Sithe Northeast Inc. from 1999 to 2000.

Robert J. Hix joined Xcel Energy as its director of regulatory and strategic analysis. Hix formerly was chairman of the Colorado Public Utilities Commission. Between 1971 and 1983, Hix worked for Public Service Co. of Colorado, which is now Xcel Energy.

Attorney Maureen O. Helmer joined the board of directors of Plug Power Inc. Helmer was chair of the New York State Public Service Commission from April 1998 to Jan. 31, 2003. She also has served on the board of directors of the National Association of Regulatory Utility Commissioners.

Dean C. Maschoff joined Navigant Consulting as managing director of the company's Financial Advisory Group in the energy practice. He comes to Navigant from his own consulting firm, Machoff, Craig & Rubin. Also at Navigant, Albert M. Ferrer joined the company's Burlington, Mass., office as managing director of generation services in the energy practice.

James von Riesemann joined Lazard's Global Power & Utility investment banking group. Previously, he was the lead electric utility equity research analyst at J.P. Morgan Chase.


>Joseph J. McCabe retired from PPL Corp., where he had been vice president and controller since 1995.

Progress Energy CEO William Cavanaugh retired from that position and will retire as the company chairman in May. The company's president and COO, Robert B. McGehee, will succeed Cavanaugh as CEO.


Savannah Electric President and CEO Anthony James was named Black Engineer of the Year 2004. Allen Franklin, CEO of Southern Co., presented the award to James during the 18th Annual Black Engineer Awards Conference in February. Savannah Electric is a Southern Co. subsidiary.
