Wisconsin Gas Wants Some Competition

Wisconsin Gas Co. has asked the Wisconsin Public Service Commission to approve "GasAdvantage," a pilot that would allow competitors to supply natural gas to 1,000 residential and 1,200 commercial customers starting November 1. Participating customers would have from August 1 to October 15 to choose a specific marketer to serve them for a one-year period. Wisconsin Gas will continue to transport the gas, but customers will be billed by the marketer. Wisconsin Gas proposes to develop standards of business conduct to screen potential marketers.

One popular model in electric utility restructuring assumes a fully competitive merchant segment providing retail energy services. These "retail energy service companies," or RESCOs, would offer services described as heating, cooling, ventilation, lighting, drive power, information, and communications.

Ah, the wonders of competition! Out with waste, in with efficiency. The prospects are exciting. So why look back wistfully?

If there is anything more abhorrent than wife-beating and drug abuse, surely it must be monopoly. Monopoly is un-American: To the economist it represents the very state of original sin. To the courts it ranks with conspiracy. Monopoly promises economic waste, throttled production, obscene profits, and naked power (em all rolled into one. Consider what used to be called the "public utilities." In that sphere, regulated monopoly flourished for many years.

Wisconsin Uses Bidding Threat as DSM Incentive

The Wisconsin Public Service Commission (PSC) has decided to add a "performance mechanism" to its regulations governing demand-side management (DSM) efforts. The PSC found that some utilities were no longer meeting the DSM goals set in their rate cases.

SCEcorp has a new corporate structure and name: Edison International. It also has a new subsidiary, Edison Source, which specializes in solutions for energy efficiency, the environment, and energy marketing. Edison International now has five subsidiaries; its flagship, Southern California Edison, is the nation's second-largest IOU.

Tribe's Choice Causes Lawsuit

Madison Gas and Electric Co. (MGE) has filed a lawsuit in court and a complaint at the Wisconsin Public Service Commission (PSC) against Wisconsin Power & Light Co. (WP&L), because WP&L will provide electricity to the Ho-Chunk Tribe's new bingo hall, located in MGE territory.

The 43-acre site does not currently receive service from either utility, but both have distribution infrastructure nearby.

People

William T. O'Connor, Jr. has been hired as nuclear assessment manager at Detroit Edison's Fermi 2 nuclear power plant. He comes from Toledo Edison's Davis-Besse nuclear plant, where he was regulatory affairs manager.

Daniel Bollom, WPS Resources Corp. CEO, has been promoted to chairman of the board. Larry Weyers, senior v.p.-power supply and engineering, was promoted to president and COO of both WPSR and Wisconsin Public Service Corp., one of WPSR's holdings.

Wisc. Adopts Code of Conduct for LDC Marketing Affiliates

The Wisconsin Public Service Commission (PSC) has approved an affiliated interest agreement between Madison Gas & Electric Co., a natural gas local distribution company (LDC), and its subsidiary Great Lakes Energy Corp., an energy marketer, to reflect changing conditions in the retail market for natural gas. The approved agreement separates all gas procurement and sales functions, including physical separation of employees of both companies.
