Central Vermont Public Service Corp. hired former Electrolux Corp. CFO Douglas D. Sinclair as its marketing and business development v.p. and general manager. In addition to his new position, Sinclair will oversee day-to-day activities at two power generation and technology subsidiaries. Also at CV, Robert G. Clarke, president of Vermont Technical College, and Patrick J. Martin, president of America's Customer Operations at Xerox Corp., were elected to the board of directors.

John F. Cotter, former PECO Energy Co. power trader, was hired by Pennsylvania Power & Light Co. as its energy marketing and gas trading manager.

NorAm Interstate Pipelines of NorAm Energy Corp. promoted Dale Earwood to president/COO. Previously, Earwood was NorAm's trading & transportation group's president. Earwood joined NorAm in 1985.

Patrick Reddy was promoted from planning and advisory services director to planning and advisory services v.p. at Pacific Enterprises. Reddy joined PE in 1980 as a financial analyst for Southern California Gas Co.

The Independent Power Producers of New York Inc. hired former founder of Beluga Communications Steven C. Sullivan as its communications director. Sullivan will oversee public/media relations and advertising. He also will track state and federal legislative and regulatory issues.

Wendy C. Heck, former information services v.p. for Louisville Gas and Electric Co., was promoted to administration v.p. at LG&E Energy Corp. Heck replaces Stephen R. Wood who was promoted to president of Louisville Gas and Electric Co. and distribution services division. Wood replaced Victor A. Staffieri, who was promoted to CFO.
