The Federal Energy Regulatory Commission appointed Bud Earley policy advisor on electric matters. Earley most recently served as director of the electric policy division of the FERC's Office of Economic Policy. The FERC named Bobbie J. McCartney an administrative law judge. She previously served as deputy chief administrative law judge in the Social Security Administration's Office of Hearings and Appeals.

The Bonneville Power Administration named Jeff Stier its new vice president of national relations. Stier joins BPA after 12 years on the staff of Rep. Peter DeFazio (D-Ore.), the last eight served as legislative director.

Dorothy M. Hawkins was elected vice president and chief information officer for Bay State Gas Co. She previously served as director of information technology for NiSource Inc.

Energy New England LLC appointed John Muro vice president of marketing and customer solutions. Muro formerly was vice president of Northeast Utilities' subsidiary, Select Energy Inc.

Stephen A. King, formerly director of East Coast sales for New Energy Ventures, was named director of energy information services sales at AEP Communications LLC. John Combes, formerly executive director of corporate accounts for Preferred Networks Inc., was named director of energy information services alternatives channels at AEP Communications.
