Financial players bring credit depth to energy markets, but will they play by the rules?

The center of gravity for energy marketing and trading activity is moving from Houston to Wall Street. Some major financial institutions already have plunged into the market, while others are testing the waters, gearing up to participate in a bigger way. Already their impact is being felt, and it is most definitely welcome.

Philip Carroll Jr. returned to ScottishPower as a non-executive director. According to the Comtex News Network, Carroll left ScottishPower earlier in 2003 to assist with the rebuilding of infrastructure in post-war Iraq.

Chesapeake Utilities hired Joe Steinmetz as its director of Internal Audit. Steinmetz served in the same position with Dover Downs Gaming & Entertainment Inc. and Dover Motorsports Inc. from 2001 to 2003 before being promoted to assisted controller.

How far do states rights go in transmission planning?

The energy industry, coming off a remarkably difficult few years, had to deal with the huge Aug. 14 blackout, the ramifications of which have now reached regulatory policy. By putting transmission planning and reliability in the spotlight, the blackout could boost merchant transmission owners, as regulators and politicians scramble to make sure such an event does not happen again.

Mirant's board of directors elected Robert N. Dangremond as its chief restructuring officer, following the company's Chapter 11 filing in mid-July. Dangremond is a principal with AlixPartners LLC.

Beth W. Cooper was appointed corporate treasurer of Chesapeake Utilities Corp., headquartered in Dover, Del. Cooper moves from the role of assistant treasurer for the utility.

New Positions:

Virginia's State Corporation Commission (SCC) named Howard M. Spinner as director of its Division of Economics and Finance, replacing Richard J. Williams. Williams is retiring after 22 years with the commission. Spinner has been with the SCC since 1998.

The Western Electricity Coordinating Council board of directors elected Jack L. King as its chair and Ronald D. Nunnally and Tim Newton as vice chairs.

New Positions:

President Bush named Dr. Nils J. Diaz chairman of the Nuclear Regulatory Commission (NRC), succeeding Richard A. Meserve. Diaz's current NRC term expires in 2006. Diaz also is professor-emeritus of Nuclear Engineering Sciences at the University of Florida.

Pantellos named Jim Neikirk president and CEO. Neikirk spent five years at Entergy Corp. as vice president and chief procurement officer.

After 10 years of waiting, some experts say a Republican-controlled Congress and a patriotic mood will make the difference in passing energy legislation this year.

Could this be the year that Congress passes a comprehensive national energy bill? That's the question on the mind of the utilities industry. Some say with Republicans controlling both the U.S. House and Senate-not to mention the presidency-the prospects for comprehensive energy legislation are bright. But some pundits are not so sure.

Martin Crotty and Dr. Soumen Ghosh joined SeaWest WindPower Inc. as senior vice president of operations and maintenance, and senior product manager of data services, respectively. Most recently, Crotty was director of operations for the Western Region of NRG Energy. Ghosh spent more than five years at ABB System Control and more than nine years at CMC.
