Cupertino Electric is installing a new 230-kV transmission line to interconnect a new substation serving a 200-MW photovoltaic power plant in Imperial Valley, Calif. When complete in late 2013, the overhead line will span five miles and interconnect a new 230-kV substation on the 2,000-acre solar project site in California’s Imperial Valley.
Pattern Energy’s Ocotillo wind project in Southern California began commercial operation, transmitting energy to the Sunrise Powerlink, a newly constructed 117-mile 500-kv transmission line connecting San Diego and the Imperial Valley. The 265-MW Ocotillo project in Imperial Valley has 94 turbines now operational. An additional 18 turbines are expected to be installed in the spring of 2013. San Diego Gas & Electric (SDG&E) will buy the output under a 20-year agreement.

Utility-scale projects suffer growing pains.
Anyone who’s been watching the solar power industry for more than a few years can’t help but be impressed by the recent explosion of large-scale projects. It seems akin to the rapid scale-up of wind in the late 1990s and early 2000s—when megawatt-scale turbines became standard-issue, and the definition of a “large” wind farm changed from a capacity of 20 MW to something more like 200 MW.

Part way through the Feb. 27 conference on electric competition, it was so quiet you could hear a hockey puck slide across the ice. No, hell had not frozen over. Rather, it was Commissioner Marc Spitzer, who had found a clever story to ease the tension and allay fears that FERC somehow might want to undo the sins of the past, and give up its dream of workable markets for wholesale power.
