Tres Amigas Tie Up

Synchronizing networks to bring green power to market.

In order to fully integrate wind and other dispersed sources of energy into the system, America’s patchwork transmission networks need to be more closely interconnected and synchronized. An advocate for the Tres Amigas merchant transmission project explains how the proposed facility will integrate the grid.

PURPA's Changing Climate

California defends its cogen feed-in tariff—complete with its own virtual carbon tax.

California’s new feed-in tariff (FIT) is creating a burgeoning market for green energy investments, but the policy has sparked a fierce battle over state authority to dictate wholesale power transactions. A federal case will determine whether the 1978 Public Utility Regulatory Policies Act pre-empts states from requiring purchases that exceed utilities’ avoided cost.

People (April 2010)

MidAmerican Energy Holdings announced the appointment of Michael Dunn as president of PacifiCorp Energy. NiSource Inc. announced that Jimmy D. Staton, executive v.p. and group CEO of NiSource’s gas distribution business, also will assume the added responsibility of leading the NiSource Indiana utilities, including Northern Indiana Public Service. Vectren chose Carl L. Chapman to serve as CEO. And others.

Regulation by Formula

Tools to facilitate changing utility economics.

These are challenging times for the electric and gas utilities. Reliability projects, renewable portfolio standards, greenhouse-gas emissions control, AMI, smart-grid investments, and conservation programs—all these things add to costs, but might bring in no additional revenue. Moreover, there will be unprecedented capital investment in transmission, renewable generation projects, and replacement of old facilities from the 1950s and 1960s. Thus, earnings likely will be more closely watched and traditional general rate cases might not be able to keep up.

Carbon In Electricity Markets

Price transparency will drive GHG reductions.

In light of coming GHG legislation, price transparency is the key to achieving cleaner generation through the dispatch of lower-carbon sources.

CEOs on Change

Utilities adapt to a shifting landscape.

The U.S. utility landscape is more dynamic and uncertain than it’s been since Thomas Edison and George Westinghouse waged their infamous war over alternating current—and the results might be just as fundamental to the industry’s future.

Seeing Green

Renewables attract utility investment dollars.

New federal policies have opened the gates to utility investments in renewable generating plants. Some states, however, still make it difficult for utilities to put such assets into the rate base. Executives at Duke, OG&E, PG&E and Xcel Energy discuss challenges and opportunities affecting their renewable investment strategies.

Federalizing the Grid

Renewable mandates will shift power to FERC but pose problems for RTOs.

A recent survey conducted by the U.S Office of Personnel Management and reported by the Washington Post on March 13 ranked the Federal Energy Regulatory Commission as eighth best of some 37 federal agencies in terms “talent,” and third in “leadership and knowledge.”

Titans of Transmission

ITC and AEP jockey for the lead in building the grid of tomorrow.

On February 9, a group of the nation’s major grid system operators released a study estimating the nation’s electric industry sector needs to spend some $80 billion—more than 10 times the size of that portion of the Obama stimulus package directed specifically at transmission construction—in order to achieve a 20 percent retail penetration for renewable wind energy in just the Eastern Interconnection.

Goodbye Safe Haven?

Risk avoidance drives utility stock performance.

Utility stocks historically have been a safe haven, a stable, long-term investment for widows and orphans. However, with banks collapsing and the economy falling into a recession, utility stocks as a whole recently have performed poorly, with our portfolio of 75 companies losing $200 billion in market value in 2008.
